After clicking Move, click a movement option (Up, Down, Left, or Right). When moving sections up or down, items are moved one position at a time within the same hierarchical level.
If you need to move an item to be within a different hierarchical level, you must first click Left or Right, to move it to the same hierarchical level as the section you want it to placed within. If necessary, click Up or Down to position it following that section. Then, click Right to make it a new sub-item of that section heading.
